Regulations

An agency's interpretation of its rule is afforded great weight, and we will defer to that interpretation unless it is plainly inconsistent with the spirit of the rule.  We will sustain an agency's interpretation of a rule so long as it lies within the range of reasonable interpretation permitted by the wording.  Of course, we need not defer to an incorrect agency interpretation.  Clark Fork Coalition v.
